The moratorium on the death penalty in Russia was introduced in 1997.

Lifting the moratorium is SUFFICIENT to close the market.

Adding the death penalty to the criminal or other codes is SUFFICIENT to close the market. (These things do not have to happen together, russian laws are not logical.)

The practical application of the death penalty is NOT sufficient. (Some might already argue that it is practically applied.)
