What does "100% digital currency adoption for everyday transactions" mean? How do you plan to evaluate that?

@someguy2776 100% of the financial transactions will be cashless. If a country makes cash illegal then it should be 100% digital. Banks will be allowed to accept cash as it takes a lot more time to get out of circulation.
