How does this resolve if Syria remains divided between various groups?

@spiderduckpig good question, if there is 1 faction that is widely recognized as the legitimate government (e.g. Libya) it will resolve to the answer in the territory controlled by that faction. If there is no such government, then it will resolve to NO if any significant faction restricts womens' ability to go to school
