At least some work must have started and project must be funded and on track. It refers to a connection between any part of the main piece of land of each of these regions, with the main part of another of those regions. Obviously a connection between Haiti and DR is irrelevant. As in other markets, if there is a territory control change, this applies to their territory as of 2023. However if new territory is created, that counts as whatever it is owned by at the time the bridge exists.
You'll be able to travel above water not flying between the countries.
Note, this is not included in the mega-bridge combined market.
