In the US, state emergency declarations are separate from federal emergency declarations, and are issued by the governor of the state for a specific duration.
Resolution:
Resolves YES if no State of Emergency Declaration beginning in 2025 is issued by the governor of the relevant state
Resolves NO if a state emergency declaration is issued and posted on the official government website for the state and/or here:

@traders I’ve added all the states that still have no emergency declarations (to my knowledge). However I am not confident I have resolved all I can.
I haven’t always been able to rely on FMCSA as a resolution source. It’s hard to track updates and also they are clearly lagging, possibly due to widespread paralysis in the Federal Government since the beginning of the current administration. Official government websites, either for the emergency management agency or the governor, have been more reliable.
