This market will resolve as YES if, during Trump's presidency, legislation is passed and implemented that significantly reduces federal income taxes specifically for individuals earning under $150,000 annually.

"Significantly" means a reduction of at least 25% of current tax liability for this income group. (Current tax liability includes the tax cuts he passed in his first term).

If he somehow uses the power of the executive branch to achieve the same goal, it counts as well.
